The "gothic" youths will be referred to a juvenile judge on charges of violating a grave, a punishable offense for minors by up to six months imprisonment.
The graves were mostly turned over, Yves Le Clair, a prosecutor in nearby Briey in charge of the investigation, told French news agency AFP.
Four items in total were broken, according to the prosecutor.
It is the fifth grave desecration in the region since the beginning of the year.
Prime Minister Manuel Valls tweeted Tuesday that the actions needed to be firmly punished.
